You don’t need more licenses to add terminals. One license supports unlimited terminals. I hope you didn’t charge your client for that.

That has never been the case and it clearly says all over the place, sambapos.com the forum, in knowledgebase that its 1 license per venue with unlimited terminals.
Do you have any knowledge about SambaPOS at all or did you just buy the reseller pack? I am asking so I can direct you to the correct resources. You probably need to train yourself and familiarize yourself with the system before you resell it otherwise you will not represent SambaPOS well to clients.

Do you have any clients yet? Do you know how to use your CP account? As a new reseller you should have gotten a welcome email with information on how to use your CP account. Look at the knowledgebase I linked to learn how to setup SQL Express for multiple terminals.
This is provided all terminals are on the same database. Just clarifying 
. In 99.9% of situation a site/location would only require a single licence which covers unlimited terminals using a single database as one linked system.
