I have problem with template code
When i order Item without add order tag it not show the item on bill
it show only item with order tag
please help me to correct this

I think you are miss formatting the listings.
Under [ORDERS] you are missing {QUANTITY} {PRODUCT NAME} {VISIBLE TOTAL} for products.
Under [ORDER TAGS] you should be using {ORDER TAG TOTAL} {ODER TAG QUANTITY} et.c
I want to add Order Tag Rate only
Its not an issue, it is technically doing exactly what you are telling it to do, you are just misunderstanding it.
When there is an order tag it will show you
