For this function you can follow this document below;

Especially please pay attention on the 3rd step. If you settle the “Min Time” as 15 minutes like in the document, you will not be able to close the ticket before 15 minutes.

Becase in the screenshot that you sent us, the time is 3.37 p.m. and you also created the ticket 3.37 p.m.
