Portions are not meant to be price changing tools. You should look into Price Tags and Price lists. Simply make a Price Tag called HH and then go to Price List and set the HH prices for any item you want to be HH enabled. The rules and actions will switch the order to use that HH price list instead of the normal one. It would not matter what group its in and you can always update prices by simply updating the price list.
