Height of buttons under ticket

Sorry ive hijacked the image to illustrate my question, the buttons on this users screen are double the height they normally are. Have i missed a basic setting to increase the height of the buttons mapped under ticket when there is just 1 row (ie, no buttons mapped to ticket row 2)?

Or is this now a default setting that when there is only 1 row of buttons they fill the space of under ticket AND under ticket row 2?

He is running on a specific resolution causing it… to see the same effect double click to make it windowed then drag the side in from right to left to shrink the size of window. Its designed to scale like that.

Windowed with reduced window size so its not widescreen.
