I want set sambapos if Locked Cannot Add Order to Ticket
If nothing else you could try an order added rule with locked comstraint that cancels order and relocks. depends if order added event is after ticket unlocked. If it is you could add a seconderry custom lock on print bill using another state or ticket tag and use that for you order added rule.
