Hi, anyone has figured a printer fail-over solution to forward print requests to another printer when one fails?

That would be a windows setup.
Samba doesnt see if a printer is working or not only printer name.
Samba will only see error if the printer name setup in samba is not a name of a printer in windows.
Samba prints into the windows printer spool, windows handels everything else.
You would need to look at options for fall over for windows rather than samba.

I was able to find a software called print distributor, license costs $99. It does load balancing as well as fail over task.
