Is SQL server agent running? It would be a service.

Yes cos the terminal is running on it and it shows as running in services

SQL Server Agent does not need to be running; it is not required.

SQL Server (<instancename>) and SQL Server Browser needs to be running.

You need 2 ports open for SQL DB Engine: 1433 TCP, and 1434 UDP.

On the Server, have you enabled Allow Remote Connections to the DB Engine?

Show a screenshot of your SQL Services running. SQL Server Browser needs to be enabled and running as well. Agent is not required sorry I got them mixed up.
