Setting printer - deliver message

I have an idea
implement notifications for delivery through SMS.
I think to do it by creating a setting printer which will send an email with the text of a new order “the delivery ticket” to an email.
and to email, and phone number to redirect deliverer.

but I do not know how to implement sending an email notification.
