Created department and changed the creation method no tables
But i have a problem with print bill button and close button they are not functional. Settle button is ok. On the order the status remains new not submitted.

Sounds like you messed up your state flow, hard to help without more info.
when i change ticket creation method to select entity is working well
Show us your Ticket Closing Rule & open all the actions
Thats just the stste definition for formatting, state updates are done via automation.
@techsack2030 I think you need to select a entity , with out table or customer it wont close , otherwise try hold ticket tag . click hold it will close
