UNable to find the requested .Net Framework Data Provider. It may not be enabled

I get this error with both SambaPOS 3.0.35 and 4.1.36
I have tried uninstalling and reinstalling .net framework 4.5.1 and samba but it does not seem to help.
Programs and features has MSSQL 4.0 compact x64.
Running windows 7 sp1.

Installing in compact mode also seemed to have no impact on this message.
