Your missing a constraint on your Ticket Payment Check rule. Be sure Remaining Amount Equals 0 is a custom constraint.
its marking all tickets as paid if they are not reservations even unpaid tickets.
EDIT: That should fix your issue.

OK, I have made the change I’ll check and report back once my work period has started again tomorrow.
